NEW ORLEANS, La. (Sept. 1, 2005) -- The Coast Guard Cutter Spencer, a 270-foot medium endurance cutter homeported in Portsmith, Va., sits at anchor in the Mississippi near the heart of downtown Sept. 1, 2005.
